The Thames Tideway Tunnel Project is the construction of a major new sewer, urgently needed to protect the tidal River Thames from increasing pollution. London’s sewerage system is no longer fit for purpose and spills millions of tonnes of sewage into the tidal section of the river every year.
The project will tackle the problem of overflows from the capital’s Victorian sewers for at least the next 100 years, and enable the UK to meet European environmental standards. There remains a strong consensus that this project is critical for Thames Water and for London. The need for the project was restated in Defra’s National Policy Statement approved by Parliament in 2012, notwithstanding the extra cost to households in the Thames Water area. The project is identified in the National Infrastructure Plan, signifying its importance.
Concerto were asked to carry out a Gateway 2 review “Delivery Strategy”.
The review was conducted over three days in February 2013 and repeated in February 2014 at the offices of Thames Tideway Tunnel (TTT) Project located in London. We interviewed over 20 key stakeholders, focusing the project’s viability, its potential for success, the value for money to be achieved, the project management processes, the business case and the proposed approach for achieving delivery of the project’s objectives.
Our recommendations included advice on governance, procurement, risk assessment, resilience to major risks and IP structure.
